With all due respect, what is the ruling of giving or taking money for the purpose of compiling dissertation or doctoral theses for receiving a Master degree or Ph.D.?

Regarding the matter mentioned above, if it cause the violation of the rules and regulations and also if an ineligible is getting a placement instead of eligible, it is not permissible.

Allah knows it all.
